This publication marks a significant step towards establishing a more efficient, reliable, and sustainable rail system that can drive economic growth, job creation, and social development. It builds on the foundation laid by the Draft Network Statement and Draft Tariff Methodology, published on 15 March 2024, which served as the basis for public consultation workshops. These workshops were conducted by the Interim Rail Economic Regulatory Capacity (IRERC) and the National Department of Transport (DoT) to engage interested and affected parties. Following these consultations, the Network Statement was finalised and submitted to the Minister of Transport for concurrence and approval.
As part of the approval process, the Minister of Transport has gazetted the Final Network Statement and relevant annexures, officially making open access a reality in South Africa from the date of publication.
